I've looked everywhere.. even google only turns up 8 results with none of them helping me.

Can Fozruk spawn as the first rare to spawn? Or is he only ever able to spawn as the second rare?

I have only ever seen Fozruk spawn 3 times. All three times he was the second rare to spawn.
