Why can't I grant levels (Recruit a friend)

The grant level button is grayed out.
He has a full account and it is active. I just got my rocket
Because you (as the veteran) cannot grant levels to your recruited friend. It only works the other way.

because you are the one that receives the levels, not the new account.

Read over the FAQ again.

Are there are any restrictions on granting levels?

Yes:

Levels may only be granted to characters on a veteran account by characters on a linked recruit account
Levels may only be granted to characters of the same faction and on the same realm
Levels may not be granted to characters over level 59
Levels may not be granted to characters of equal or higher level
Levels may not be granted once a 90-day account link breaks
Levels may not be granted to veteran characters with XP gains disabled.

It is.

Picture this scenario: You both start level 1s together, level to level 15 in joyous times. Then you need to go to your raid/do your dailies/dance around a town on your level 85 for three hours. Meanwhile your buddy has caught the WoW bug and simply can't wait, so he levels to 20. Now you're no longer within level range of each other! Your buddy can then grant you three-four levels and allow you to once again be within level range of each other and play together.

It is an added perk to you.

For every 2 levels they gain, they can grant you 1 level.

From the FAQ:
For every two levels recruit characters earn, one "grantable" level is gained. Recruit characters may then grant these levels to lower level veteran characters.

Nowhere does it say that the veteran may grant levels to the recruit. It's only the other way around.

Your scenario does not work.
All of my toons are way above level 1, and I have no free character slots.

Then you won't get any benefit out of that aspect of the RAF program. Unfortunate, but that's just how it works.

Pahanda specified it was the level-granting aspect of the program that he would not benefit from. Not that he would not get any benefit at all from the program.
