Ok, so what is up with the "Keep Judgement On CD" ? Do Holy Pallies have to cast it on an enemy or is there a talent that I missed?

Every time a holy paladin judges an enemy they gain roughly 3.5k mana in it's current form which means you should judge pretty much every time it is off CD for maximum mana gain. If you aren't having mana issues then judge at your leisure. In 4.3 they are giving holy paladins a static 30% mana regen from spirit if you're specced into it.
Who will make the future holy guides?
This is all just theorycrafting. Whoever what's to post here will or another thread will be created with new questions, thoughts, and feelings on relevant stay weights and such.

Come 4.3 though? Int>Spirit>Mastery>Crit>Haste.

Just my personal opinion on seeing the fights and running DS on the PTR. :)

Mastery will never be better then haste in my opinion unless theyve buffed mastery and i missed it. Haste and crit will still give the most throughput
