Trying to activate my account

I am trying to subscribe to WoW again and when i click finish on the credit card information screen i just keep getting an error. All the information is correct and I keep getting the error. Only thing I can think of is I don't have enough in my account but i have $15.12. Is the 14.99 tax free or is there tax involved. I'm not in any of tax listed states
