There's no problem with scale but the bar you have on the bottom seems redundant, even for esthetic purposes as neither actionbars, nor chat fits properly inside it. Furthermore, your micromenu covers up the xp bar. It just seems like that particular background isn't really suited to what you're trying to do.
I'd look into btex and some of the premade bottom setups in it:

For skins, go to wowinterface and search for btex. There should be lots of nice examples.
Then try to find something that's more fitting to how you have your elements spaced out now (ie. larger chat box, wider actionbar space etc.)

Get rid of Omen. As a healer you'll need it next to never in an actual boss fight and if you ever get aggro in a raid, hit fade. You should be aware of threat/aggro through coloring on nameplates on trash so again, no need for omen. You also don't need huge recount dps window as a healer. Unless you're a raid leader this is irrelevant info for you. Something more appropriate would be

which would give you indication of how long till boss dies to you can plan and space out your mana/health cooldowns and such.
Healing recount is a matter of preference though honestly it's something to look at after the fight. If you're staring at it during the fight, you're not focusing on healing. So hide it until you're out of combat. You can use something like:

to set up your triggers when to hide it.
Your DBM needs some love and attention. Out of 7-8 bars constantly running for boss abilities, for most fights, as a healer you'll really need to know..maybe one. Considering they then shift to middle of your screen so you constantly have a running bar in the center, that's more distracting than useful as you're watching raidframes, not every unrelated ability the boss casts. I'd go into every boss option and look at timer checkboxes and leave only those checked that you absolutely need to watch. Like...say you're doing heroic Morchok and you wanna watch stomp for your boss. The rest you really won't have any attention to spare to so get rid of other timers.
You have a lot of unitframe bars. Two boss bars, one from DBM and one from unitframe. All this isn't really central info and if you're gonna be casting anything on the boss, you can just make a boss bar in grid and cast things that way. Taking up so much space on your screen centrally isn't needed on that.
Instead of all this info, I'd actually get a buff/cd mod that will show you some useful stuff from your own buffs that are too far away in top right corner.
Like say you get a proc from your weapon enchant or your cloak enchant or some trinket proc. You should have that info right there next to raidframes cause you should know that's when to pop your mana regen for max return. Or if your PT procs, when to open up on heals. Or you might want to monitor internal CD on one of these so you're aware of when it's liable to proc. All that info is more important and relevant than the space taken by your unitframes (as all the info you need is really on grid itself).

Considering it has a little black box around the font, I'm not sure replacing font file with an empty file would help as the frame might still be there.
I'd say ask the author but there don't seem to be any instant responses on wowace or curse so I'm not sure.

Get a chat mod so you can move editbox to the top of chat window, and fit the chat into the corner nicely and not having that empty bar of space underneath it.
Also, you might benefit from maybe kgPanels or BTex or Sunnart and some nice graphics to give your UI a bit of cohesiveness as you seem to tend to move most your elements to the bottom.

Hardest part, as for many other healers, was trying to save space on my tiny monitor, but still work well in a 10/25/40m... I think it turned out mediocre enough! Oh and tooltips have since moved to top left.

Pretty :) The only thing that sticks out is that boss raid frame on the in combat view. Considering you're already showing it using your unitframes to the right of your raidframe, the blizzard one is extra and doesn't match. You could hide it using something like:

Any suggestions to add or fix up my UI would also be appreciated, as I am always updating my UI :p
Here is one I am using for this priest. Work in progress because I tweek things every day. (PS, not sure where I got the texture, but I thank whomever made them and give full credit to them)

I prefer the minimalist approach. A lot of ui's clutter the screen...and that gets aggravating during raids when my attention is required elsewhere.

Sweet, I was looking for something like that for my chat.

I had moved the DPS meter to the left side of my action bars because I noticed that gap there also, but then I ended up not liking it and I am trying out your suggestion now.

Nug has been goofing up on the combo points lately and its starting to annoy me. Tidy Plates has the correct amount. Also, I am looking at the picture and I think Nug is going through its graphic and I believe the bubble for the combo point is being filled in at that time. But, that is just my guess.

I usually have the quest tracker hidden during raids or while I am PvP'ing but it likes to pop back out from time to time.

Yeah it will do this if you're getting your quest items during raid. Like the darkmoon faire quest with the trophies that drop off pretty much anything you kill.
