Sandstorm seriously bugged - FYI

By description it makes it harder for pets to hit. And elementals are supposed to ignore it.

But right now in sandstorm elementals get double penalty. They hit for less damage, because sandstorm acts like a shield instead which elementals ignore on self, but elemental pets themselves get hit in sandstorm for full amount. So your opponent takes less damage, while you take full damage if you are elemental.

If this wasn't directly addressed yet, no it is not "bugged" by definition of the word. Elementals ignore all weather effects. Sandstorm "reduces damage *taken* by pets," not "reduces damage *done* by pets," so elementals still take full damage. Elementals also don't lose accuracy in a Sandstorm, because the text "reduces the accuracy of pets by 10%", not "reduces the chance to be hit by 10%." It's all in the wording.
Just noticed something about the dragonkin racial. There's nothing that says it can only proc once off the same pet. So if you get it below 25% and do something other than attack in that round (heal, pass, stoneskin), the buff falls off. But then if you make the kill, you get the buff again.

So the racial currently has the functionality we want, it's just non-obvious and you have to game it.

It would be better if it were obvious and didn't need to be gamed. Like Alona said, have it stay up until used. That would "fix" it.
I don't think ANY pet's racial should be the swap idea.

For one thing, the whole swapping for 50% less damage really steps on the toes of the magic racial. If you had a magic pet and an elemental in the back row and needed to swap one in to take a big hit, which would you choose? Prior to the swap idea, the answer was a no-brainer. Now, part of the magic niche isn't their niche anymore.

Plus, any benefit you gain just from swapping is a bad idea for PvP. Swaps are so frequent that it would become the best pet you could have, and everyone would run triple elemental. No more meta game. Nevermind that you could simply swap every other round to gain 25% damage reduction for the duration of every fight. Now you have to put DR on your own racial to balance its OPness.

All thinking toward any kind of racial benefit triggering from a swap should be stopped.

No, sandstorm reduced damage done, not taken. It's sand flying all around, it makes it harder for you to hit someone. It's how it was until one of the recent patches where in order to fix some other weather effects this one got messed up.

Constant swapping as a strategy doesn't seem viable to me. You would still be giving up your attack every turn that you swap. So you would never be able to do enough damage to keep up with the incoming damage.

You quoted me instead of him. ;)

I just think elementals should absolutely retain their weather-proofness, otherwise darkness and freeze will basically be unstoppable.
