Can't proceed with quest, all the options are grayed outIf you can't interact with the research options to choose one for the quest Adapting Our Tactics (A/H), check if you have completed all requirements for the quest. You must complete the portions of the War Campaign for your faction starting with the quest The War Cache through Reinforcements before you can complete Adapting Our Tactics.
