Can't Queue for Rated Battlegrounds

I can't join a rated Battleground. The "Join Battle" button is grayed out.

You must be at max level for the current expansion, and part of a premade group in order to queue for a Rated Battleground.

If you were disqualified from rewards for the current PvP season, you will be unable to join Rated PvP matches until the start of the next season.
