According to the World of Warcraft development team, the quest Against Overwhelming Odds is only available in the week after a specific faction has been severely outnumbered with a Warmode bonus of 20% or more. If the quest is not available this week for your faction, it is because there isn't a large enough imbalance in favor of the other faction.
