Troop Requisition from Nazjatar/Uldum/Pandaria Did Not Add Troops

Troop Requisition did not add new Waveblade Ankoan troops
I used the Troop Requisition but I didn't get Unshackled Mercenaries

There are four Troop Requisition items, 3 per faction:

Alliance - Troop Requisition for Ankoan Tidehunters, sold by Speaker Utia
Horde - Troop Requisition for Unshackled Mercenaries, sold by Atolia Seapearl
Both - Troop Requisition for Ramkahen Lancers, sold by Provisioner Qorra
Both - Troop Requisition for Rajani Sparkcallers, sold by Zhang Ku

These items, when used, unlock a new type of troop for you that can be obtained when you put in a work order for new troops at your mission table. It does not immediately summon a new set of troops.
