This is normally caused by one of the following issues:

• Incorrect billing information, either on the Battle.net Account or on the card
• A discrepancy between the registered account location and where the purchase is being attempted from
• The bank declining the purchase due to an unusual purchase pattern
• Multiple failed purchase attempts in a short amount of time
