This error occurs when the Warcraft III client is not able to load the game's settings saved by default to the Documents folder. The following steps may help resolve this issue:
1) Disable Control Folder Access.
2) Make sure OneDrive is not backing up the Warcraft III folder under Documents. Check your OneDrive for a WarCraft III folder and delete it, then setup OneDrive to exclude this folder form future backups following the steps Here.
3) Make sure any personal Anti-Virus software installed on the system is setup to exclude the Battle.net Desktop app and Warcraft III from all scans.
4) Try reinstalling the game under a new local Administrator Account.
