Unable to Toggle Experience Gains - Behsten Missing

- I can't find Behsten
- I can't lock or unlock my XP because Behsten isn't where he should be
- Behsten isn't giving me the option to enable or disable my experience gains
Behsten is the Stormwind NPC who is able to enable or disable experience gains on a character. If your characters is phased incorrectly in Stormwind, his dialogue option will not be available or can be missing altogether.
Phasing for this issue is generally caused by starting or not completing either the Battle for Azeroth introduction questline or the Darkshore Warfront introduction questline. To resolve the issue, you will need to complete the appropriate questline. Other phasing issues in Stormwind are discussed in the Anduin Missing in Stormwind troubleshooting article.
If you complete all troubleshooting provided above and Behsten is still missing or can't be interacted with, please submit a bug report. Customer Support is not able to assist with disabling or enabling experience gains.
