I want to turn in my quest, but Bolvar isn't here.This issue has been investigated and confirmed as working as intended.
In case Bolvar disappears when getting close, ensure that the complementary quest "Oppress and Destroy" is completed. If the quest is completed and the issue persists, relogging at Bolvar's hand-in location or ensuring you are not in combat can solve the issue.
