The Joyous Journeys experience buff is not always active, please check the official blog and forums to learn when the buff is coming back. Customer Service cannot comment on when exactly the buff will come back.
If Joyous Journeys is currently active, visit any innkeeper in the capital cities to turn it on and off as you prefer.
