I achieved Keystone Master and got the item, but I didn't get it again after beating Aberrus on Heroic difficulty.

The Draconic Mark of Mastery is the reward for the meta-achievement Dragonflight Season 2 Master. This means that you can earn the reward once for completing one of these three achievements:

Completing a second or third achievement after the first one does not re-grant the meta-achievement and is not intended to grant a second Draconic Mark of Mastery.
