Not being offered "A Dying World" to start the Heart of Azeroth Questline.
If you are not being offered the A Dying World quest, you will need to first complete the Dragonflight Intro Quest (The Dragon Isles Await ending with To The Dragon Isles). Once these have been completed, the Earthen Guardians in Boralus or Dazar'alor will now offer A Dying World.
