Cannot Complete Quest - The Wisdom of the Council

Our developers have investigated reports submitted to them regarding this issue and have confirmed it is not a bug.

Archmage Karlain can be phased, depending on the status of other quest chains within the area. Completing those should return your phasing to normal, and allow you to hand in this quest.
