- I don't see the vendor for Cartel Chips in Dornogal, Consultant Wrexxle.
The weekly quest to earn Puzzling Cartel Chips can be taken from the Bounty: Liberation of Undermine poster. It is found fixed to the wall on the right of the bank entrance in Dornogal.
Consultant Wrexxle will take Puzzling Cartel Chips in exchange for gear and can be found standing outside the Dornogal bank entrance.
