Unable to Complete Quest - Opening the Test Kitchen

Opening the Test Kitchen in Dalaran is a quest that demonstrates how you can use the Work Order dialogue from chef Nomi to research new Legion Cooking recipes. This dialogue option only becomes available after you have unlocked the mission table in the Class Hall Campaign.
