Started the quest chain of ''Balance of Power'' but I do not know where I get the quest or how to continue for my quest chain
Because a number of the requirements for the Balance of Power questline were late end-game content for Legion, there are a number of achievement requirements and zone questing requirements to begin the first quest.
Generally, playing through all of the content in your Order Hall questline and unlocking most of Azsuna will get you on the right path. For more detailed information, visit Wowhead's Legion Attunements and Requirements guide and check the comments on the Balance of Power quest page.
