You must have earned one of the following titles to use the original level 60 PvP gear appearances for transmogrification.

Note: These achievements are character-specific, and are not cross-warband!
If a character has earned the required achievement, they will be eligible to purchase Replica quality items from specialized vendors in Area 52:

Non-Replica level 60 PvP gear available in faction capitals cannot be used for transmogrification.
Cataclysm Classic
These items are currently not available for transmogrification and the NPCs are not in the game either.
