I completed The Call for Allies, but I can't get A Choice of Allies.The requirements for unlocking Allied Races can be viewed at each Allied Race's emissary in Stormwind or Orgrimmar. A guide on unlocking the Allied Races has also been published on Wowhead, and you will be able to find the requirements listed in this guide as well.
You need to complete the introduction quests to Zandalar/Kul Tiras before you can unlock an allied race.
