Timewarped Illidari Battleplans will only drop during the Timewalking difficulty of Black Temple. You must be on the quest "Disturbance Detected: Black Temple" before your first kill of the week to be eligible to receive them.

Note that the plans must be looted manually. They are not automatically pushed to your inventory.
